Opportunity Information: Apply for PEPFAR ZM 2025 SMALL GRANTS
The PEPFAR Zambia 2025 Small Grants Notice of Funding Opportunity (NOFO) is a competitive small-grants program run by the U.S. Mission to Zambia through the U.S. Embassy. It supports community-level HIV response efforts aligned with the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). The application window opened January 2, 2024 and closes March 15, 2024, and the Embassy states that late applications will not be reviewed or held for consideration. The opportunity is listed on Grants.gov under Funding Opportunity Number "PEPFAR ZM 2025 SMALL GRANTS" and CFDA/Assistance Listing 19.029, with grants as the funding instrument.
The program is designed to fund projects in three broad thematic areas: HIV prevention; services that support children, adolescents, and young people (often referred to as AYP); and activities that improve education, treatment, and adherence among key and priority populations as part of Zambia's HIV response. In practical terms, applicants are expected to propose activities that directly contribute to reducing HIV transmission, finding and linking people with HIV to care, and strengthening community-based support so that people living with HIV remain in treatment and achieve viral suppression.
To be considered responsive, an applicant organization must be delivering at least one of the following service categories. First, targeted, evidence-based HIV prevention programs, which may address issues such as HIV prevention in the context of sexual violence, norms and behavior change, interventions focused on key and priority populations, and gender-based violence (GBV) prevention and post-GBV care services. The NOFO emphasizes that "evidence-based" means a defined curriculum or approach is used, implementation is monitored and measurable, and the intervention has demonstrated positive outcomes. Second, targeted HIV case-finding activities aimed at identifying people who do not know their status and ensuring newly diagnosed individuals are linked, or re-linked, to antiretroviral therapy (ART), with additional focus on retention in care for key and priority populations as well as children, adolescents, and young people. Third, community-based care and support for people living with HIV (PLHIV), including AYP and key and priority populations, through services such as case management, adherence clubs, psychosocial support, and tracking and tracing for clients who interrupt treatment or are not virally suppressed.
The funding can cover programmatic costs that are necessary to implement these services. Examples named in the NOFO include supplies and materials, transport, equipment, training tied to program delivery, and certain administrative costs when they are part of implementing the supported activities. The Embassy also notes that successful delivery may require capacity building for recipients in areas like monitoring and evaluation and case management, signaling that proposals with clear measurement approaches and strong client follow-up systems may be particularly relevant.
Awards are capped at up to the Zambian Kwacha equivalent of USD 25,000 per grant (award ceiling 25,000), and the Embassy expects to make around 13 awards. Applicants must submit a detailed budget with the application, and final award amounts may vary based on pre-award risk assessments conducted for selected organizations. The NOFO also requires applicants to provide recommendations from previous funding agencies that can attest to successful implementation of past projects, which functions as a credibility and performance check.
The project performance period is set for October 1, 2024 through September 30, 2025, essentially a one-year implementation timeline. Application forms are available through Grants.gov, and the opportunity is categorized as discretionary funding.
Eligibility is limited to Zambian organizations that are rooted in community service delivery. Applicants must be registered civil society organizations, community-based organizations, or faith-based organizations operating in Zambia, and they must have been in operation for at least one year. The organization must serve HIV-affected, HIV-infected, and/or high-risk populations. A key restriction is that applicants cannot be receiving other direct U.S. Government funding as a prime partner at the time of application, which is meant to prioritize smaller local organizations not already funded directly by the U.S. Government. The NOFO also makes clear that incomplete applications missing required documents will not be considered.
For questions or submission-related communication, the point of contact is the Program Manager for Civil Society Engagement in the PEPFAR Coordination Office at the U.S. Embassy in Lusaka. The listed email is LusakaSmallGrants@state.gov and the Embassy main phone number provided is (260) 211 357000, with the postal address P.O. Box 320065, Lusaka, Zambia.Apply for PEPFAR ZM 2025 SMALL GRANTS
