Opportunity Information: Apply for CMS 2D2 20 001
The Connecting Kids to Coverage (CKC) HEALTHY KIDS AI/AN grant opportunity (Funding Opportunity Number CMS 2D2 20 001) is a discretionary funding program from the Centers for Medicare and Medicaid Services (CMS) designed to help more American Indian and Alaska Native (AI/AN) children get and keep health coverage through Medicaid and the Children s Health Insurance Program (CHIP). The focus is on practical, community-centered outreach that meets families where they are, with the goal of increasing both enrollment (getting eligible children signed up) and retention (making sure enrolled children stay covered over time, including through renewals and life changes).
At its core, the grant supports outreach strategies that are tailored to the specific communities where AI/AN children and families live. That includes efforts that are rooted in local relationships and trust, and that actively involve tribal and community leaders, as well as tribal health programs and social services programs that already serve AI/AN families. The intent is to fund approaches that reflect the realities of access, communication preferences, geographic challenges, and cultural context in AI/AN communities, rather than relying on generic outreach methods.
Eligible applicants are limited to AI/AN-serving entities and coalitions led by those entities. Specifically, applicants may be (a) Indian Health Service (IHS) providers, (b) tribes and tribal organizations that operate health programs under a contract or compact with IHS under the Indian Self-Determination and Education Assistance Act (ISDEAA, P.L. 93-638, as amended), and (c) urban Indian organizations operating health programs under the Indian Health Care Improvement Act (IHCIA, P.L. 94-437, as amended). Coalitions can apply as long as they are headed by one of these eligible entities, which keeps leadership and accountability anchored in organizations that directly serve AI/AN communities.
The program also sets clear expectations for organizations that have received CKC funding in earlier cycles or AI/AN rounds. Former or current CKC grantees (Cycles I through IV) and AI/AN grantees (Rounds I through III) may apply under this Notice of Funding Opportunity (NOFO), but only if they have been grantees in good standing. In practice, that means they must be up to date on required reporting and must have met the other terms and conditions of their prior grant awards. This requirement is meant to ensure that applicants have demonstrated basic grants management capacity and compliance before receiving additional federal support.
For prior grantees, CMS allows two main pathways to be competitive under this opportunity. One option is to propose new and distinct activities that were not previously funded under earlier CKC or AI/AN grants, essentially expanding into fresh strategies, new service areas, new populations, or new partnerships. The second option is to seek continued funding for activities the organization is already doing or has done before, but only if the applicant can back up the request with data showing the work has been successful at enrolling and or retaining eligible children in Medicaid and CHIP. In other words, continuation funding needs evidence that the approach is working and that additional investment is justified.
The funding instrument is a cooperative agreement, which generally means CMS expects to have an active role in supporting or guiding the project compared to a standard grant. The opportunity is categorized under the health funding activity area and is associated with CFDA number 93.767. The award ceiling listed is $750,000. The original application closing date was 2019-09-16, and the opportunity was created on 2019-07-17.Apply for CMS 2D2 20 001
